What is SEEK?

The Special Education Equity for Kids in Connecticut (SEEK) is a statewide coalition comprising parents, providers, attorneys, and advocates dedicated to advancing quality education and civil rights for students with disabilities. We are grateful for the opportunity to address H.B. 6667 today. I am here to express our support for Section 11.

SEEK strongly opposes all forms of exclusionary discipline, including out-of-school suspensions, expulsions, and school-based arrests for anything other than serious felonies. Such disciplinary measures are not conducive to effective education, as they hinder the academic progress of affected students. They are also ineffective in modifying behavior, as there is no evidence that excluded students learn from these actions and improve their conduct. Moreover, these practices undermine effective school management by conveying to misbehaving students that the school lacks effective strategies to address their behavior, often leading them to perceive the juvenile justice system as ineffectual.
