What is LEAP?

Since its launch in April 2021, the Learner Engagement and Attendance Program (“LEAP”) has demonstrated notable success. Funded through federal Covid-19 relief grants, the program aims to address chronic student absenteeism across multiple school districts including Bridgeport, CREC, Danbury, East Hartford, Hartford, Manchester, Meriden, New Haven, New Britain, New London, Norwich, Stamford, Torrington, Waterbury, and Windham.

Chronic absenteeism, defined as a student missing 10% of in-class instruction time, whether due to disciplinary actions, excused absences, or unexcused reasons, is the primary focus. LEAP adopts a relationship-centered approach to improve school attendance, involving voluntary home visits where program representatives engage with families to understand their perspectives and aspirations for their children. Rather than enforcing policies, the emphasis is on leveraging family strengths and building long-term relationships through multiple visits.

According to the program’s state website, these interactions aim to identify and address barriers faced by families, connecting them with tailored resources. Collaborative efforts between visitors and families focus on practical solutions such as establishing effective morning routines to enhance student attendance.

Recent findings from the Center for Connecticut Education Research Collaboration highlight significant attendance rate improvements among LEAP participants, particularly in middle and high school demographics. Despite progress, a reduction from 20% to 13% in missed instructional time, while commendable, still categorizes students as chronically absent. Early data from the 2022-2023 school year indicates a continuing rise in chronic absenteeism across Connecticut.
